Health Care

Health and Dental coverage rates are deducted from your paycheck pre-taxed (not Federal, State or Social Security taxed).  Therefore, strict IRS guidelines dictate that enrollment must take place within 31 days of hire or during Open Enrollment (Form) unless there is a qualifying mid year event.  For further information regarding eligibility, election options, enrollment and rates review the State Health Benefits Program.

COVA Connect -

Effective July 1, 2009, for those who live in Chesapeake, Hampton, Norfolk, Poquoson, Portsmouth, Suffolk and Virginia Beach, if you choose to participate in the Commonwealth's Health Care Program, you must participate in COVA Connect or select COVA HDHP.  Please see the following flyer from the Department of Human Resource Management with the zip codes affected:  COVA Connect.   Here are your choices:

  • COVA HDHP
  • COVA Connect (with basic dental)
  • COVA Connect plus Out of Network
  • COVA Connect plus Expanded Dental
  • COVA Connect plus Out of Network and Expanded Dental
  • COVA Connect plus Expanded Dental, Vision and Hearing
  • COVA Connect plus Out of Network, Expanded Dental, Vision and Hearing

COVA Care -

For those who live in other areas of Virginia, if you choose to participate in the Commonwealth's Health Care Program, you must participate in COVA Care.  Here are your choices:

  • COVA HDHP
  • COVA Care (with basic dental)
  • COVA Care plus Out of Network
  • COVA Care plus Expanded Dental
  • COVA Care plus Out of Network and Expanded Dental
  • COVA Care plus Expanded Dental, Vision and Hearing
  • COVA Care plus Out of Network, Expanded Dental, Vision and Hearing
